Since hes past itme...does that mean he doesnt pick again til his next turn and he picks twice? or can he pick whenever?

Since hes past itme...does that mean he doesnt pick again til his next turn and he picks twice? or can he pick whenever? He can pick whenever. However, if it gets all the way back to his next pick, and he still hasn't selected a choice, he will automatically get skipped the second time around, without an 8 hour time limit. Essentially we will wait once as a courtesy, but after that you are on your own.
