*Wouldn't this gain fall under the exceptional category considering Givins is the league's all-time leading receiver, had 500 MORE receiving yards than his closest pursuant last year and has received a gain 3 straight years?
Givins is already maxed out in every attribute. So why couldn't this go to the QB who gave him the ball despite having by far the best season a Grade C QB could have? Or even to another receiver for that matter?

You said it, Givins is maxed out in every attribute. Hence no improvement for him is possible. What you need to keep in mind is that just by qualifying for the PG roll, you completely eliminated the chance that Givins could age or retire. THAT is the foremost benefit of the PG system for non-contracted, over-25 players.
Why couldn't it go to the QB? Because he didn't qualify, having been beaten by both Rodney Peete and Scott Mitchell. So Favre clearly did not have "the best season a Grade C QB could have." Why couldn't it go to another WR? They didn't earn the yardage!
Like I said, it may not APPEAR as though you are gaining anything by having Givins qualify for the PG...but if you hadn't...you could have seen him age or even retire. Which in my mind would be far more criminal. Also, by getting Givins the #1 spot in receiving yards, you ensured that no other WR in the league could get to 69 MS (excluding Rice who obviously started at that level).

Um, I do believe there were 4 Grade C QB's who qualified, and Favre was 3rd out of 4, so I don't know where you are getting this.
