What gains are allowed: If you earn a gain, you may increase the maximum speed and hitting power of ONE offensive lineman. If you choose, you may increase the maximum speed of one lineman and the hitting power of another. If you earn more than one gain (by finishing in the top three in multiple categories), you are allowed two attribute increases per gain earned (one each of MS and HP). You may not increase the same attribute of any one lineman more than once in the same season.

Shouldn't HP be an option for TEs to raise too?
It is posted that they MAX out at 75 for HP, why even bother posting that if they can't ever raise it?
RBs can raise their HP to 94 so TEs should at least be able to raise theirs to the MAX of 75, correct?

Yup, if you want to boost HP, not a problem, just pick that as one of the two gains for TE

Does raising RS from 25 to 38 do anything. I read a FAQ on it but had a hard time understanding as it was poorly written. Someone please let me know.

On defense, yes. The guy's starting speed will be higher and hence would be a better option as a run defender...can get to the ball faster. It is my opinion that the reason why some LB4 can dive and blow up the ball carrier on up-the-middle runs is because of the RS of the player, not the MS. (although almost always a high RS corresponds to a high MS)
On offense, not really that much of a noticeable change but there is the same effect of the guy starting running at a higher speed.
